How can i find out if my cable company is selling us someone elses signal illegally?

I live in mankato, mn and in a apt complex called highland hills. They own a few blocks here where we are only allowed a company called kms television. We are not allowed any other cable to dish company. (which i think is a monopoly) But when our signal goes down there is a direct tv logo bounces around the screen like a screen saver. So i think they are buying a package and selling the residents on our blocks the crappy service. we have no digital or hd options at all. How can i find out if they are doing this illegally?
