Does anyone know anything about suspended lisences? HELP!?

alrighty, well i am 15 years old and i live in pennsylvania. the legal driving age here is 16. a few months back, i was caught at a party for underage drinking, got arrested and fined and a lisence suspension. my lisence is only suspended for 90 days when im able to get it. does anyone know if i can get my permit on my 16th birthday and then once i get my actual lisence it will be taken away from me or do i have to actually wait 90 days until i can get my permit? im so confused. help pleaseee. :] thank youu.
