How do i get my dog to stop?? please help?

I have two 6yr old american eskimo's and almost everytime i let them out the female runs to the back fence and starts running up and down the length of it because there are 2 dachshund's back there. She is so in her own world and freaking out that i cant get her to stop. She is the sweetest, most obedient dog i have ever met exept for this 1 thing!! One time she snapped at me cause she was so upset! please help. Also my male wont stop eating poop, so everytime he poops we have to go out and clean it up before he eats it =/. Any advice it will be appreciated!
