Was the referee in the Germany vs Croatia game bias?

To be honest, I do not think that the refereeing in general has been the best in this euro. The last game I watched was Germany vs Croatia. There's no doubt the germans didn't play good. But, the referee refused to give a croatian player a yellow-red card in the first half that was very clear, didn't not allow a german goal that was clear (there was no challenge on the goalie in the box), and he sent off a german player with a yellow-red card (the croatian player took him down from behind and then play acted as if he got hit in the face). that should have been a yellow card for both actions for him as well.
